मैं इंजी. समीर कुमार सिंह, संस्थापक — Madhuvan Chartered Engineers Associated, के रूप में इस संस्था की स्थापना को केवल एक व्यावसायिक पहल नहीं, बल्कि अपने माता-पिता के प्रति प्रेम, सम्मान और श्रद्धांजलि का एक भावनात्मक प्रयास मानता हूँ।
मेरे जीवन में “मधुवन” नाम का विशेष और अत्यंत भावनात्मक महत्व है। हर इंसान के लिए उसके माता-पिता भगवान से भी बढ़कर होते हैं। मैंने अपने मम्मी-पापा को खो दिया है, लेकिन उनका स्नेह, संघर्ष, संस्कार और उनके द्वारा दी गई प्रेरणा आज भी मेरे हृदय में जीवित है। मेरे जीवन में मैंने जो कुछ सीखा और प्राप्त किया, उसमें उनके संघर्ष, त्याग और आशीर्वाद की महत्वपूर्ण भूमिका रही है।
“Madhuvan” नाम वास्तव में मेरे माता-पिता के प्रेम की एक स्मृति है। मेरी माँ को मेरे पिताजी प्यार से “मधु” कहकर पुकारते थे, जबकि मेरे पिताजी को उनके चाहने वाले और परिचित “भुवन” नाम से पुकारते थे। इन्हीं दोनों नामों और उनके आपसी प्रेम को अपने हृदय में हमेशा जीवित रखने के लिए मैंने “Madhuvan” नाम को चुना और इसी नाम से Madhuvan Chartered Engineers Associated की नींव रखी।
मेरे लिए यह संस्था केवल Chartered Engineering Consultancy का एक मंच नहीं है, बल्कि यह मेरे माता-पिता की स्मृतियों, उनके संघर्ष और उनके जीवन-मूल्यों को आगे बढ़ाने का माध्यम है। उनके जीवन से मिली प्रेरणा ने मुझे हमेशा मेहनत, ईमानदारी, सेवा-भावना और समाज के लिए उपयोगी कार्य करने की दिशा दिखाई है।

The consultancy is led by Er. Samir Kumar Singh, B.Tech (Civil), MICE(I), Chartered Engineer [C.Eng. ICE(I)], MBA-Marketing, whose extensive professional journey combines technical expertise, project implementation experience, institutional coordination and field-level development work.
Our consultancy services cover Detailed Project Report (DPR) Preparation, Statutory Compliance & Regulatory Mapping, Financial Consultancy & Cost Management, Development & Project Management Consultancy (PMC), Residential & Industrial Plot Sales and Purchase Consultancy, Vedic Vastu Consultancy, Water Resource Management, Solid Waste Management, Environment & Climate Change Consultancy and related project-development services.
Er. Samir Kumar Singh began his professional association with the Water Resource & Sanitation Division of Lifetech Development Institution Trust, Mugma, Dhanbad, Jharkhand, where he served as Secretary/Project Director from 17th August 1998 to 30th November 2011. During this period, he contributed to the planning, coordination, implementation, monitoring and field-level execution of various Water Resource Management, Sanitation, Irrigation and Rural Livelihood Development Projects.
His experience included Individual Household Latrine (IHHL) Projects, Rainwater Harvesting, Pond Reconstruction and Renovation, Check Dam Construction, Water Conservation, Lift Irrigation, Sustainable Agriculture, Vegetable Cultivation, Poly Nursery Development and Community-Based Water Resource Management. These initiatives were associated with development programmes supported by institutions including DRDA, Dhanbad, Government of Jharkhand; Water and Sanitation Mission “Prakalp”, Dhanbad; and NABARD, Ranchi.
From December 2011 to May 2015, he further served as a Consultant with the National Institute for Micro, Small and Medium Enterprises (ni-msme), Hyderabad, Government of India, gaining valuable experience in entrepreneurship development, MSME-oriented initiatives and professional consultancy.
Subsequently, from 19th June 2015 to 31st March 2026, he served as Managing Director of the National Entrepreneurship and Industrial Development Corporation (NEIDCO), New Delhi. During this association, he contributed as a Civil Chartered Expert and professional development resource person in DPR preparation, Entrepreneurship Development Programme (EDP) training, water resources and climate-change study and research, project preparation, project monitoring and follow-up. His professional involvement also covered initiatives associated with MUDRA, Udyamimitra, Stand-Up India, National Livestock Mission (NLM), Animal Husbandry Infrastructure Development Fund (AHIDF), SIDBI and Government of India programmes, as applicable.
